For the first time in the history of Higher Education Loans in Tanzania, the Higher Education Loans Board (HESLB) has announced that every loan applicant for the 2025/2026 academic year must have a NAPA Reference Number .

NPA is an acronym for National Physical Addressing – a National Physical Addressing system managed by the Government through the Ministry of Information, Communications and Information Technology, and implemented in collaboration with TCRA, Post Office , and RALGM.
This system officially identifies the area where a person lives using:
- Name of the street/village
- House number
- Ward, district and region
- Postal code
- Landmark or location map
Starting in 2025/2026, HESLB aims to have a robust system for identifying loan applicants. Through NAPA, the board will be able to;
- Knowing where you actually live
- Reducing information fraud
- Strengthening post-study loan monitoring
- Simplify the services of letters, summons or Government notifications.
Following the instructions below, we have provided you with a step-by-step guide on how to obtain a NAPA Reference Number 2025/2026.
Step 1:
- Go to the local, village or ward office where you live.
- Ask if they have done a residential address exercise.
- If ready, you will be given an address registration form.
- If not, ask them to help you get registered.
Step 2:
- Register or Verify NAPA Online (If you have one)
- Visit: https://napa.mawasiliano.go.tz/
- Log in or register using your NIDA Number.
- Verify your address or re-apply if it is missing. After registration, you will receive a NAPA Reference Number with a unique format (example: DSM-ILL-003-067)
Step 4:
- Use the NAPA in the HESLB Loan Form.
- Log in to the HESLB loan application system: https://olas.heslb.go.tz .
- In the Residential Address field, enter your NAPA as shown below
- Make sure you save a screenshot or upload your form.
